Hot off the Press, Colder in Scope: Russia’s Nuclear Deterrence Fundamentals 2020

In a surprise move this past June, Moscow published its first-ever “Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence.” The content core of these fundamental principles looks like excerpts from other Russian documents pertaining to the conditions and “red lines” of nuclear weapons use. The significance of this document is that it accentuates policy aspects that have been under deliberation for quite some time.
