The Opening Ceremony of Odessa Center for Nonproliferation took place on August 28

On August 28, 2015 the opening ceremony of Odessa Center for Nonproliferation (OdCNP) took place in the new building of Odessa I.I. Mechnikov National University (ONU). Igor Koval, Rector of Odessa I.I. Mechnikov National University, Lars van Dassen, Head of Office for International Relations, Swedish Radiation Safety Authority (SSM in Swedish transcription), Polina Sinovets, Head of Odessa Center for Nonproliferation, Victor Glebov, Director of Institute of Social Sciences, Odessa I.I. Mechnikov National University participated in the ceremony.

In addition the event was attended the famous Ukrainian and foreign experts, students and PhD students from different universities of Ukraine, Poland, Georgia, and Moldova. The journalists worked during the ceremony, and the event was shown in Odessa TV.

The Center’s opening became possible thanks to the support of Swedish Radiation Safety Authority as well as Odessa I.I. Mechnikov National University. During the opening ceremony SSM official Lars van Dassen said the following:

"We have been cooperating with Odessa University during many years. I am very happy that by today our cooperation has been transformed into the realization of the joint projects. In all discussions for the establishment of the Center we have had the benefit of working closely with Rector Koval and his staff. The trust and confidence between us has been indispensable and will be so also in the future.
With the Odessa Center for Non-Proliferation it is our aim to strengthen the free and independent research in Ukraine on security political issues in general and issues related to proliferation and non-proliferation of weapons of mass destruction in particular. It is our hope that the Center will be able to partner with many actors and institutions and formulate projects and achieve funding in such a manner that the Center prospers and develops. It is also our hope that the Center will take on specific regional issues for which its location is particularly suited such as those pertaining to the Black Sea region and also the Middle East. Beyond being a place where experts and scholars read and write we also expect the center to serve as a venue for round-table discussions, work-shops and other exchanges between students, teachers, officials and journalists. We hope that the Center’s activity will contribute to initiating and development of the new projects which would strengthen national security of Ukraine and other counties of the Black Sea region."

The ONU rector Igor Koval defined the following goal of the Center’s activity:

“The Center continues the nonproliferation research in order to prove that the science and practice have no borders. This is not the mission of the capitals only. The serious scientific research could be done outside the capital, in other cities. It is also very important that in addition to fulfilling of the scientific and research tasks the Center will also work in the educational field”.

The head of the new established Center Polina Sinovets who also is associate professor of International Relations Department at ONU talked on Center’s educational activity in more details. She told about the Odessa Summer School on Nonproliferation which took place at ONU on August 23 – 28. According to Prof. Sinovets:

“This school is aimed at the assessment of the international security risks and challenges which emerged because of the latest changes and increasing tension in the world. The Summer School also considered factors which impact on international relations system, NPT regime and everything which is connected with the nuclear weapons”.
