Presentation of Tetiana Melnyk on NATO's Nuclear Strategy

Tetiana Melnyk, the second year graduate student and junior research fellow at OdCNP, has had a presentation on the topic "NATO's nuclear strategy: conceptual changes or changing circumstances?" at Session of the Seminar on the theory, history and historiography of international relations. The meeting was held at the Odessa House of Scientists on November 30, 2016.
The meeting reviewed the results of the international conference "NATO towards the challenges of a contemporary world – After the Warsaw 2016 Summit", which was held on November 15-16 in Lodz, Poland.
The speaker reviewed transformational processes due to the change of the form of the strategy documents of the Alliance, the transition from classified to the open one and the corresponding change of functions. Both historically at different stages and nowadays the choice of NATO nuclear strategy is deeply connected with the answer to such questions as the use of nuclear weapons locally or inevitability of global nuclear war, trust of opponents to nuclear security guarantees and readiness to use nuclear weapons as such.
The importance of the Chicago triad was mentioned as well. It includes a set of deterrence with nuclear and conventional weapons and missile defense system. The speech was supplemented by examples of misperception of the situation in the West and in Russia, as a result of different strategic culture and world perception.
As a result of the Warsaw Summit NATO goes from the system of collective security to the system of collective defense, which of cause influenced the nuclear sphere as well. Special attention should be given to the possible changes due to rather categorical statements by Donald Trump during the election campaign.
The discussion addressed issues such as the academic feasibility to take nuclear strategy of NATO in a separate area of research, the role and dynamics of missile defense in Europe, the role and importance of the secret protocols of the Alliance and others.
